A model of future: Park “Tunkinskiy”

The National Park “Tunkinskiy” is one of the largest specially protected natural territories of the Russia. The park is located in Buryatia, its part is included into the composition of the site of the Worldwide natural inheritance and located in the central ecological zone of the Baikal natural territory. The National Park was established to protect the unique natural complexes of the Eastern Sayan, and Khamar-Daban. The territory of the national park itself is located between the two great lakes of Asia - Baikal and Huvsgeel-Nuur.

The huge territory of the park - 1,183,662 hectares - is occupied by forests, this is the main type of vegetation: cedar-larch and pine forests occupy more than half of the park's territory. There are slightly less forests of Siberian spruce, fir, birch, aspen, poplar and tree-like willows.

The National park “Tunkinskiy” has rich fauna: red book animals and birds - snow leopards, reindeer, reindeer, Altaic pikas, ularas, manulas and all animals that live in Eastern Siberia. The Red Book plants are represented by the rhodiola rosea, Adams rhododendron, maral root, mushy caragan and many others. The national park is the only place on the planet where the endemic - Megadenia bardunovii (Tunkinskaya) is growing.

The National Park “Tunkinsky” is also unique in that it has the administrative district of the same name, that is, the Tunkinsky district is completely located in the territory of SPNA (Special Protected Natural Areas). "There are 34 settlements, 22 thousand residents, and we have a lot of balneological resorts, which gave us more than 250 thousand visitors a year," explains his director Valery Gulgonov. This "crossing" imposes certain difficulties both on the life of local residents and on the activities of nature keepers. "We have other difficulties, not all issues of land use and issues of granting land plots are settled. All enterprises and business entities that are located in the Tunkinsky national park, that is, in the Tunkinsky district, must obtain a permit for their activities in the Ministry of Natural Resources and Ecology of the Russian Federation. In order to obtain a building permit, one must also apply to Moscow, and also to commission a school, a paramedic-midwifery point; economic entities and municipal organizations must do all this through the Ministry of Natural Resources and Ecology of Russia, "says Valery Enzhapovich.

Vladimir Putin, who visited Baikal in August this year, instructed the Russian government to settle the issue of the legal regime of the lands of settlements that are located within the borders of national parks.

I think that we have difficulties on the one hand, but on the other hand, I deeply pursuated that the entire area in the territory of the national park is the model of the future. It is the model of the future, because people in such interesting territories should be able to rationally use natural resources and at the same time preserve unique natural complexes,” said Valery Enzhapovich.
